Starke Residential Program

The Starke Residential Program specializes in services for those dealing with behavioral health issues, such as substance abuse, mental health and other co-occurring disorders. Private pay or insurance accepted. Veterans have preference, this is the only program we have that is geared toward both male and females.

Each individual has a hand in their treatment planning to ensure that they get the most out of their program while they are here. Our staff works hard to guide clients to build a foundation that they can utilize once they move on. Utilizing a strength-based, empowerment model is the key to guiding individuals to be successful upon completion of the program. And we know that you can be successful too.

  • Heather Garcia
    Heather GarciaIC&RC ADC, Program Manager

    Heather Garcia is a certified Alcohol & Drug Counselor through the International Certification and Reciprocity Consortium (IC&RC ADC). Mrs. Garcia began her career in Substance Abuse/Mental Health Treatment in 2009 as an Assistant Counselor in Dallas, Texas. Mrs. Garcia spent four years with the Addicare Group of Texas where she worked at an outpatient substance abuse clinic training interns and developing educational groups. In 2010, Mrs. Garcia was featured as a speaker at the Texas Association of Addiction Professionals State Conference.

    Mrs. Garcia joined The Transition House, Inc. in February 2015 as the Substance Abuse Counselor at the Dinsmore Work Release Center where she was responsible for providing substance abuse services. During her time at the Dinsmore facility, she established a Life Skills program and a Nicotine Cessation program. In June 2018, Mrs. Garcia was promoted to Program Manager for the Starke Residential Facility.

    Heather is a U.S. Navy Veteran whose passion is helping others help themselves by learning to live a genuine and authentic life. She is an avid reader and loves baking for her friends and family.

      Judy Razzano is a graduate of Union Institute & University in Cincinnati, Ohio with a Bachelor’s Degree in Psychology and Addictions. Ms. Razzano has spent 25 years in Substance Abuse/Mental Health Treatment and Corrections. She is a Certified Addictions Professional (CAP) in the state of Florida, a Licensed Independent Chemical Dependency Counselor (LICDC) in the state of Ohio, and is a certified Alcohol & Drug Counselor through the International Certification and Reciprocity Consortium (IC&RC ADC).

      Ms. Razzano currently lives in Northeast Florida where she continues her passion to empower and inspire individuals struggling with life-impairing issues to improve their quality of life through holistic measures.

      Judy enjoys the ocean, animals, reading and spending quality time with friends and family.
